Let the Punishment Fit the Crime

I was reading up on a recent concert in Toronto meant to revitalize the SARS-scare-afflicted economy there. Playing to the 450,000-person crowd were The Rolling Stones, Rush, AC/DC, The Guess Who, The Iseley Brothers, and others. The article I read felt it wise to visit the not-so-distant past:

The [Rolling Stones]’s Toronto ties go back to 1977, when guitarist Keith Richards was caught with heroin and charged with drug trafficking. Richards received a suspended sentence on the condition that he perform a concert for the blind and continue treatment for his addiction.

Huh? Why not a concert for the deaf? At least that way nobody gets hurt.
